EARLY VOTING REFERENDUM
Early Voting Referendum Explained:
To allow Early Voting in CT we will need to amend the State Constitution.
Constitutional amendments require either:
i. a joint resolution passed by the legislature with a three-quarters majority in each chamber
or:

ii. a resolution passed by simple majority by two different legislatures,
before going on the ballot for a popular vote for ratification in the next statewide election,
 
The legislature voted in favor twice with a simple majority, so there will be a ballot referendum in November 2022.

The question that will go on the 2022 ballot is as follows:

 

“Shall the Constitution of the State be amended to permit the General Assembly to provide for early voting?”

 

If the referendum passes, this permits the legislature to permit early voting. It is up to the legislature to decide how early people can vote, to write the law, and to actually make it happen.
 
The challenges we face are:
  1. Educating voters that, under current law, absent special Covid rules, they cannot vote other than in person on election day without an excuse.
  2. Getting people to the polls in Nov. 2022, which is not a presidential election year.
  3. Educating voters that there will be a referendum on the ballot, what it means, and why they should vote “Yes.”3.
